　　今年全国两会期间，全国人大代表、中国科学院合肥物质科学研究院先进制造技术研究所所长王容川向十三届全国人大一次会议提交了关于“减免二胎家庭个人所得税，促进形成良好生育机制”的建议。

建议认为，全面二孩政策本身只是影响人口出生的外因，内因则是育龄家庭的生育意愿和生育行为，以及包括住房、教育、医疗等在内的高昂的育儿成本打击了居民生育二孩的热情。有关调查显示，中国人口的生育意愿已基本稳定在平均TFR（总和生育率）1.6-1.8之间，而世界标准生育率是2.1（正常完成世代更替所需生育率）。2016年全国新出生人口1786万，比2015年的1655万只多了130多万，远远低于所谓专家预测的2000万以上。2017年全国新出生人口1723万人，比2016年同比减少了63万人，新生儿和出生率呈现双下降。

建议写道，目前对大多数家庭来说，工资薪金是其主要收入来源，调整二胎家庭所得税政策，降低家庭育儿支出，平衡收支，从而提高育龄家庭的生育意愿，将会是一个促进形成良好生育机制的有效方法。目前群众呼声也很高。

王容川建议，改革个人所得税征收办法，充分考虑全面二孩政策对居民家庭产生的经济影响，通过纳税人、费用扣除、税收优惠等要素的设计，降低二孩家庭的个人所得税负担。
