1月23日上午，永炼召开全面预算管理委员会会议，审议2021年度成本费用分解方案。会议由总会计师王原伟主持，在家领导、各单位负责人及财务资产部相关人员参加会议。

会上，财务资产部对炼化公司2021年成本费用下达情况进行汇报，同时根据费用类别、费用级次组织各归口部门对2021年度费用进行了分解，各单位对费用下达分解情况进行讨论。会议审议通过了2021年度成本费用分解方案。

会议强调：一是各单位要深刻认识到低油价下，企业实施低成本战略将成为常态化，要本着“过紧日子”的思想，抓好生产经营，持续强化成本管控。二是财务资产部要把控各项费用，确保完成2021年度吨原油综合处理成本指标。三是各费用归口部门要合理分解下达归口费用，并做好解释宣贯工作。四是各单位要走出误区，认识到提高装置平稳率就是降成本。五是各单位要严考核、硬兑现，以考核为手段，倒逼节约成本，同时统筹安排生产经营活动，均衡费用入账，杜绝跨年度入账、甩账现象的发生。
