杜绝财务管理乱象

南国都市报12月19日讯(记者纪燕玲)记者从2016年海南省村级会计委托代理财务管理职业能力提升研讨会获悉，“三资”委托购买代理服务改革工作将进一步推进，预计全省将实现18个市县182个镇21个乡3456个村委会村级会计委托代理服务工作。

据介绍，“三资”是指农村集体经济组织的资金、资产、资源。“三资”委托购买代理服务是指通过农村集体经济组织向第三方有合法资质的代理记账服务企业，采取购买专业财务服务的方式，协助农村集体经济组织梳理好、管理好“三资”工作。

村财代理服务有利于解决农村群众长期反映强烈的财务管理混乱的突出问题，理清农村财务关系，增强财务收支透明度，杜绝村财管理过程中的公款私存、白条抵库、贪占挪用等违规违法现象。
