安永：数智化潮流下企业财务变革之道

2021年4月5日，墨西哥总统、内阁成员与劳工界和商界代表开展了会议，就外包法案中的利润分享、专业服务和生效等问题达成了协议。

协议主要包括：

01. 禁止人事外包：人事外包是指由个人或法人实体提供工作人员或让工作人员为另一方的收益工作

02. 关于缔约方对除公司宗旨和主要经济活动以外的专业服务和工作进行外包的规定

强调：添加了“主要”一词，这可能将允许公司外包一些共享服务

03. 提供专业服务和工作的公司需在劳动和社会保障部（STPS，西班牙语缩写）登记，并在外包公共注册处注册

04. 由政府设立如果专业服务提供商未能履行其与员工的义务，服务的受益人应承担连带责任

05. 对外包员工转移到实际工作的公司将给予3个月的时间

06. 制定了两种量化员工利润分享的方式，但该协议就具体方式未作明确阐述

以上内容将被添加到前述法案或被包含在新法案中。无论哪种情况，该法案仍必须通过国会的立法程序，在获得批准之前可能会进行修改。
