动真格！财政部刮起问责风暴，围剿地方违法举债担保

为加强对营运资金的内控管理，确保资金安全与经营管理合法有效，近日，集团组织开展财务内控管理培训。集团财务管理部、各子公司财务负责人及出纳人员参加会议。

集团总会计师刘冬明结合案例，围绕不相容职务分离控制、授权审批控制及营运资金管理三方面，做了深入浅出的讲解。他要求全体财务人员，要深刻认识到内控机制建设的重要性，坚守“制度刚性”的原则，任何人不得凌驾于制度和工作流程之上；要明确各自岗位职责范围，不应由一个人或一个部门处理一项经济业务的全过程，将财务风险的发生率降到最低；要以本次培训为契机，从工作流程、权限设置和资金管理等方面对照检查，避免授权责任不清。
