电子营业执照办理和使用指南

好助手30日从国家工商总局获悉，在今年十月底之前全国将具备发放电子营业执照能力，全国各地开始逐步实现电子营业执照跨区域、跨部门、跨领域的三通，互通！互认！互用！。同时力争在今年10月底之前，全国江全面开通企业网上登记系统。

国家工商总局企业公司注册局局长周石平说，在电子营业执照发放和应用过程中，将坚持企业登记机关“谁登记，谁发放”、坚持“无介质”“不收费”的公司注册原则，电子营业执照将不再不依附于特定的存储介质。在此同时，保留公司注册当事人自主选择申领纸质营业执照的权力。

据工商总局介绍，为加快建立全国电子营业执照的发放普及模式，工商部门将建立全国统一的电子营业执照管理制度和模式；搭建全国统一的电子营业执照管理系统，登记机关通过全程电子化系统依法核准工商企业登记后，此系统将自动生成电子营业执照，并通过国家企业信用信息公示系统向全社会公示，依法向申请人发放电子营业执照；推进建设统一的电子营业执照库，并积极探索推进普及电子营业执照在电子政务、电子商务中的应用。

1 推进企业登记全程电子化模式，是充分利用信息化的手段提高准入效率的有效举措，可以做到网上企业登记业务的全覆盖。在此同时，实现网上登记与窗口登记相互合作的模式，供企业自主选择网上办理或者窗口办理。
